     Floating holiday leave credits may be used in such units of time as the
            appointing authority may approve, but the appointing authority shall not
            require that floating holiday leave credits be used in minimum units greater
            than one-quarter hour. This provision shall not supercede  any local
            arrangements which provide for liquidation in smaller units of time.
               (d) When December 25 and January 1 fall on Sundays and are observed
            as State holidays on the following Mondays, employees whose work
            schedule includes December 25 and/or January 1 shall observe the holiday
            on those dates, or if required to work, may receive additional compensation
            or compensatory time off in accordance with Section 7.16  of this
            Agreement. In such event, for those employees, December 26 and January
            2 will not be considered holidays.
                §10.2 Holiday Accrual
               (a) Compensatory time off in lieu of holidays earned after the effective
            date of this Agreement shall be recorded  in  a  separate leave category
            known as Holiday Leave. Subject to the rules governing the granting of
            annual leave, an employee shall be given the opportunity to exhaust such
            time within one year of its accrual, or prior to separation from service,
            whichever occurs first.
               (b) Nothing in this section shall have the effect of increasing maximum
            vacation accruals permitted by such rules.
                §10.3 Additional Vacation Credit
               The  State  agrees  to  grant  employees  having  15  or  more  years  of
            continuous State service and who are entitled to earn and accumulate
            vacation credits, additional vacation credit as follows:
               Completed Years of                      Additional

               15 to 19                               1 day
               20 to 24                               2 days
               25 to 29                               3 days
               30 to 34                               4 days
               35 or more                             5 days
               An eligible employee shall receive additional vacation credit on the date
            on  which  the  employee  would  normally  be  credited  with  additional
